BEST PRACTICES DOCUMENTATION:
CMAK has documented “Initiatives in Urban Sector Karnataka (2004 - 2005)” and released the catalogue in a symposium held on 30th Jan 2005. The list of Best Practices that were documented for Catalogue 1 are listed below:

Preamble :
Transfer program is the process of exchange of knowledge, expertise and experience between people and organizations that have similar roles and responsibilities, facing similar issues and problems.
Best Practices Transfer Program aims to provide direct exposure to implementation mechanisms & processes looking into the failures and miscalculations. This program will involve various stages of implementation such as orientation programs, site visits, study tours, experts input and review by a task force.
The CMAK Best Practice Transfer program does not encourage fixed solutions. It aims to encourage ULBs to look at possibilities and customize the learning process to contextual need.
Need :
Transfer program is necessary as there is no need to re-invent the wheel.
It facilitates sharing of ideas & mutual learning to tackle similar problems.
Helps to Learn & achieve contextual solutions.
Efforts from both the host ULB & learner ULB will be recognised.
The imminent need validates sharing of knowledge and exchange of innovations among Urban Local Bodies.
Aim : Transfer of Best Practices and Initiatives among cities and towns.
Objectives :
To encourage cities to learn from state initiatives as well as from other states.
Develop partnerships between cities to encourage long term learning and to delve into details of implementation.
Ensuring a direction to implementation as an outcome to the transfer.
Wide acceptance to the transfer program.
Scope :
Aim is not to transfer a fixed solution, but encourage looking at possibilities and customizing the learning process to contextual need. Scope of CMAK would be mainly to facilitate the needs of the ULBs by partnering the cities based on their priorities / needs in tackling problems

Methodology :
The structure of the process for Best Practices Transfer Program is based
on the first hand experience of the implementers. The transfer program
entirely depends on the financial ease, right kind of actors, and enabled
environment for which the following steps are recommended:
MODULES FOR BEST PRACTICES TRANSFER PROGRAM
Module 1
The initiatives can be directly transferred to the surrounding
towns / cities through the process of mutual learning.
Advantages
-This module is advantageous as the exchange of ideas can happen frequently
as it is easy to travel and see what the neighbouring town / city is doing.
-3 to 4 towns can also be targeted together (keeping distance as a criterion).
-Modifying the initiative as per contextual needs will be easier as the
learning city falls under the same boundary / jurisdiction / similar context.
-It is anticipated that due to the above reasons transfer may
be faster.
Module 2
A brief on each of the initiatives have to be sent to all the ULBs in
Karnataka, asking for their feed back to understand the priorities of
the ULB to identify suitable Best Practices. This Process is Longer.
Note: Module 1 & 2 can be applied depending on each of the Best Practices
and the response from the ULBs.
CMAK has short listed initiatives for Best Practices Transfer program after a careful study and
analysis of all the Best Practices documented in India. The final list was
decided by the Task Force for Best Practices Transfer Program. A pilot visit
to the each initiative will be undertaken by a team of 3 members comprising of
one technical expert, one from ULB and one from CMAK. For each initiative a
report will be submitted by the visiting team to the task force for decision
making. Based on the analysis of the report and suggestions from both the team
members and Task force for Best Practices CMAK has prepared transfer Modules
for replication of initiatives. CMAK has already started the process of transfer by inviting applications from all the Urban Local Bodies
of Karnataka to replicate at least one of the initiatives from the list given

CMAK in association with Government of Karnataka has constituted awards to
recognize first three initiatives in the State of Karnataka for Best Practices
and to encourage all the ULBs and UDDs to take up initiatives that would
improve urban management and development as a whole.
First Award :The Partners will be honored
with a Trophy and cash price
of Rs. 3, 00,000.
Second Award :The Partners will be honored
with a Trophy and cash price
of Rs. 2, 00,000.
Third Award :
The Partners will be honored
with a Trophy and cash price
of Rs. 1, 00,000.
Apart from recognizing the organizations, the
Individuals / Leaders behind the initiatives
will also be given a certificate.
