The Service Level Benchmarking project initiated by Directorate of Municipal Administration, GoK aims to assist ULBs in assessing their present service delivery status and there by help to improve their performances to meet the set standards by Government of India and Karnataka. This project was commenced in the year 2003 and a sophisticated system was developed at City Managers’ Association, Karnataka to undertake this project in a massive way.

In this project 49 performance indicators are being set to measure the performance of the ULBs against the set standards for 6 service sectors they are

• Water Supply System
• Waste Water Network
• Solid waste Management
• Roads, Roadside Drains & Streetlight
• Disease Control
• Development of Parks and Gardens
• Finance

As this project will be an ongoing exercise hence an online application is being developed by DMA in association with CMAK and KMDS to sustain the project and ease the data compilation and analysis for ULBs and monitoring agencies.

 Due to this project, ULBs can benefit in following ways.

·         Regular data capturing system will be evolved at ULB

·         Helps ULB to access and analyze the present service delivery levels

·         Allows ULB to benchmark its level with the set standards and there by with other ULBs

·         Assist ULB to know the best practices prevailing in better performing ULBs. Also motivate them to replicate those practices with certain local customization.

·         Helps ULBs to develop performance improvement plans to reach the set target which will ultimately improve the citizen living standards

·         Assists ULB in preparing a scientific and priority based budget

·         This system facilitates ULBs in attracting funds from Government and external aids.

·         Improves accountability with in the ULB staff

 

Though this is a GOI initiative, DMA has implemented this through an online application to all 213 ULBs, which will be the first if its kind in India.

 To implement this at first a user friendly software has been designed to capture data from all ULBs and made accessible for them to feed the data at the proper frequency.

Rigorous trainings have been conducted to orient all the ULB officials and Project Directors of all the districts on the concept of SLB and its usage

Once the data been fed by the ULB it will then be authenticated by Project Directors, after the authentication the data’s will be applied with the formulas and converted automatically in to indicators. After converting the data’s into indicator values it is then automatically applied with slab system of evaluation scale and then finally category wise ranking reports will be generated.

To maintain the sustainability of the SLB project at the ULB levels a user manual and also the technical manual has been developed.
