Solid Waste Management (SWM)

Background

The Government of Karnataka initiated an urban reform project called Nirmala Nagara Yojane in 2003. Under this project one of the main components is Urban Cleanliness i.e. Solid Waste Management. A State Policy on Integrated Solid Waste Management (ISWM) framed by Government of Karnataka complying with the MSW Rules 2000 triggered the need for preparing an action plan by each Urban Local Body (ULB).

Role of CMAK in Solid Waste Management:

1. Preparation Action plan Template: Planning

 

CMAK in association with Directorate of Municipal Administration (DMA), GoK and Karnataka Urban Infrastructure Development & Finance Corporation (KUIDFC) has developed a template for preparing action plan for Solid Waste Management based on one of the pilot study. Detailed Action plan was prepared for Rajarejeshwari Nagar CMC and then presented to the stake holders of Rajarejeshwari Nagar and corrections were made based on their comments. The template was then circulated for entire Urban Local Bodies of Karnataka. The components of action plan are:

 

Primary survey data required for action plan preparation

Present scenario of solid waste management

Detailed Planning/ strategy for the proposed action plan as per the state policy.

Cost estimation for the proposed plan.

CMAK assists urban local bodies in preparing action plan for their cities

CMAK Assists Directorate of Municipal Administration for scrutinizing & Finalizing the SWM action plans

CMAK is member of SWM Technical Committee constituted by Urban Development Department, GoK

 

2. Implementation of Action plan: Implementation

CMAK extended its role from “Planning to Implementation” by successfully hand holding Ramanagara & Channapatna CMC for SWM implementation as per the approved Action plan. As part of Implementation strategy Monitoring formats, Information Education & Communication tool kit were prepared and disseminated (later it was provided to all ULBs).

 

3. Field visit:

Analysis Field visits to ULBs were conducted to understand the ground realities or problems and assist them to come out with better solutions.

4. Information Dissemination:

Capacity Building Information Dissemination is the integral part of SWM activities at CMAK. Under this many workshops, interaction session, training programs and orientation workshops were conducted in association with UDD, DMA, KUIDFC and other resource persons. Series of feedback workshops were also organized on tender documents, design of tools & equipments, action plan template etc and based on the suggestions/ recommendations the changes were incorporated.

 

CMAK conducted & coordinated to Study Tours to Suryapet, Namakkal, Shirpur, KCDC, Mavallipura Landfill site, Rabakavi Banahatti and SHOWS Park for better understanding of initiatives. These visits were documented. Collected compendium of best practices of Maharastra and circulated to ULBs.

 

CMAK has prepared a Training Manual (for Hubli Dharwad Municipal Corporation), which is circulated to stake holders of the city. Samples of IEC materials have also been developed and circulated.

 

CMAK in association with SIUD is preparing SWM training modules for 4 different levels of target groups working in ULB as per the instructions given by Directorate of Municipal Administration; where in training for technical staff will be handled by CMAK.

 

CMAK had documented 3 initiatives under SWM for Green Leaf Award in CLEAN INDIA 07’ a national level conference & exhibition on solid waste management held at Hyderbad of which two of them were awarded:

 

Grievance Mechanism category -24 X7 Public Grievance Redressal (PGR)/ Emergency Response centre at Hubli Dharwad City Corporation.

 

Garbage Transportation category- solid waste management in Mahadevapura CMC.

Again in CLEAN INDIA 09’ CMAK had documented 7 initiatives; of which 4 initiatives were awarded:

Use of GPS for monitoring at BBMP  Use of waste plastic for road construction for BBMP & KK plastics pvt ltd

Collection & transportation system in Kundapur TMC

Sanitary landfill site at Karwar CMC In the same forum Directorate of Municipal Administration, BBMP & Kundapur TMC presented on different topics.

 

5. Performance indicators:

Monitoring Monitoring of SWM activities is a crucial aspect and for this CMAK developed Monthly Information System; which needs to be filled by urban local bodies. Another milestone development for monitoring is introduction of ranking system. This is developed by CMAK for performance evaluation of ULBs. The first ranking was released during December 2006 and presently this is system is being modified.
